If yes, it does not mean that you can withdraw cash abroad without restrictions.

This point may relate to only one type of payment card. Using another payment card may be subject to charges. Please ask the relevant service provider to find out how much, how often, in which countries and in which currencies you can withdraw cash free of charge.
